One of my teeth is crooked, get braces or no?

Alrighty, i have a half a tooth, and the one behind it is growing in sideways, the dentist says its a baby tooth, but i tried SO hard to get it out and it just wont.. i think im just saying i need braces because i think they are cute, but i need someone else's opinion so i dont sound ignorant :] Oh, and would they be super duper exspensive? If so, would Title 19 cover it?
