Is Arlington, Virginia still a lively community at 9:30 PM?

This time of year? Yes. I was there in January, though, and I thought I had entered a depopulated zone. Those Virginians don't seem to be as hardy as the guys and gals in the UP of Michigan, Main, or Minot, North Dakota.
